Can I Get A "Do Over"?

I was recently asked about how to "go back and accept a job offer from Cisco that I previously rejected months ago".  While I don't have specific knowledge of Cisco's internal processes and policies, I do have exposure to the inner workings of several other global high tech companies.  
The short answer is "You can't."  
Formally, job offers from large companies (subject to local laws and practices) like Cisco have an explicit expiration date -- typically within days or weeks of when the written offer is extended to you.  That's the first problem.
Sometimes, as well, the position is filled and the hiring team no longer has a need to hire a similar person.  That's the second problem.   And they may no longer have budget for hiring, in general, at present.  That's the third problem.
That said, you can always ask -- by contacting the recruiter or hiring manager and indicating that your interest has changed.
Sometimes, when a good candidate declines a position, but does so politely and professionally, the team is willing to consider hiring that person at a later date.  
You might have to go through a few more interviews.  You may be asked challenging or awkward questions about why you said 'no' the first time, and (more important) why you are resigning so soon from the company you chose over Cisco a few months ago.  
So, while you cannot just go back and "accept" the offer that was made previously, you can ask if there is a position available that they would (re-)consider you for.  And be prepared!  You should have a very good answer about why you said "no," and (most important) about why you are quitting your current job after just a few months (which is often a red flag).
